Can Meteorological Department give room for controversy?

It became a controversy that when the Meteorological Department accurately predicted the situation of Michaung storm, it did not inform about heavy rains and floods bathes southern districts. After all, even after 76 long years of independence we still do not have modern technology that can accurately predict the weather. Q: Why didn't Tabular (radar) get work? It's not our weather station at fault. What they can do is only predict with the technology at hand. He answers many people ask, Why is it that you cannot exactly predict the metrics? 
In many foreign countries there are storms and rains and cyclones which are predicted with accuracy before they can even be called precipitation. 
How come this is possible only for them? So we need weather forecasting technology which works just as well in many countries around the world. The Chennai and Thoothukudi floods show that the Union Government must be particularly vigilant about this.
