In accordance with the traditions followed in the Tamil Nadu Legislative Assembly, the Tamil Thaai Vaazhthu (Tamil Invocation) is sung at the start of the Governor's address, and the national anthem is played at the conclusion. The Speaker of the Legislative Assembly had already informed the Governor about these customs last year. Yet, Governor R.N. Ravi once again left without delivering the speech prepared by the Tamil Nadu government this year.
For the third consecutive year, the customary Governor's address at the start of the Legislative Assembly's new session has turned into an undesirable event. This is regrettable. If the Governor was unwilling to accept the customary practices of the Assembly despite being aware of them, he could have chosen to abstain from attending altogether. However, by attending the session and refusing to fulfil his constitutional duty of presenting the government's policy statement an extraordinary situation has been created.
Since assuming office in Tamil Nadu in 2021, Governor R.N. Ravi has frequently been involved in political controversies. On one hand, he expresses political opinions, and on the other, he delays assent to bills, thereby hindering legislative processes. This directly impacts the welfare of Tamil Nadu's people. Shouldn’t this issue be reconsidered?
The Supreme Court has repeatedly emphasized that Governors should not obstruct the functioning of democratically elected state governments. Yet, what is happening in practice?
Therefore, like Governors in BJP-ruled states, R.N. Ravi should strive to work in harmony with the Tamil Nadu government. Unfortunately, there is no sign of collaboration between the state government and Governor R.N. Ravi.
It is high time the central government acts. In the absence of any response the ruling and opposition party voices for recalling him grows louder so as to create a conducive environment in Tamil Nadu, enabling the state government to function freely and effectively.
