National People's Power coalition leader Anurakumara Dissanayake,  a Marxist, was elected as the new president after a landslide victory and was sworn in today.
It is natural to expect what kind of changes he is going to bring about in India & Sri Lanka relations. Will Sri Lanka take steps to improve the condition of Tamils in particular? Will the fishermen of Tamilnadu try to find a solution to the problem? Questions have arisen.
The 13th Amendment Act of 1987 was crucial in reviving the lives of Sri Lankan Tamils. The demand for its mandatory implementation was strongly advanced by Tamil organizations during the recent elections. 
The amendment gives additional powers to provincial councils in relation to land, police and finance. However, no additional powers have been given to the Provincial Councils so far.
Last June, Anurakumara Dissanayake travelled to Jaffna and met Tamil political leaders. Speaking after the meeting, he said that the provincial councils will continue to work. 
He did not say anything about giving more powers to the provincial councils.
Will the new president bring light to the lives of Sri Lankan Tamils by implementing the 13th amendment in the current new environment? Will he ensure the fishing rights of Tamil Nadu fishermen and find a permanent solution to the problem?
What will the new president Anurakumar Dissanayake do? Will have to wait and see.
