Urgent need for enforcement and parental responsibility to curb underage driving

During the school term, accidents caused by children driving vehicles are shocking.
One such incident has occurred in The Krishnagiri district has had one such incidence. Together with his friends Ajay (15) and Raghavan (14), Giri (17) from G. Nagamangalam village was riding his father's two-wheeler when all three of them died in an accident. In a similar vein, accidents involving automobiles driven by children have claimed the lives of innocent persons in several past instances.
By the Motor Vehicle Act, parents or guardians of minors under 18 who drive vehicles without a driver's and licensee's license can be punished with Rs.25,00 fines and up to 3 years imprisonment. In addition, the Act also lays down 5 forms of punishment such as that juvenile cannot get a driving licence before the child attains a stipulated age.
However, this law is not enforced very rigorously by the traffic police. Today it is rare to see such acting under this law.
If that traffic signal has no guard, we have seen many people running their vehicles through the red light. Every day, parents and adults are caught in violation of such rules. To get fined for driving without a helmet, or not carrying their license or insurances when they drive attracts penalty and there's no point blaming only the minors.
Parents should not rashly drive vehicles. Only then can they admonish the children.
Parents must keep minors from driving motor vehicles. If children are not taught early strictness, they will never obey their parents when they are adults. Parents must have the heart to tell mistakes clearly to their children.
However, parents cannot change things alone. On all sides, like curriculum, teacher and society should participate through awareness. 
This is even more true for our country. Only if the police department swings faster--if increased action on the parents can be taken, only then will minors not drive vehicles in violation of the law. It can also prevent accidents!
