Lok Sabha Speaker Om Birla chaired the 10th Commonwealth Parliamentary Federation of India meeting in Delhi.
Tamil Nadu Assembly Speaker M.Appavu's speech gained attention for highlighting how some state bills are delayed by governors without reason, preventing legislators from fulfilling the people's will.
Speaker Appavu, who brought up the issue of unnecessary conflict between the state government and the governors, clearly highlighted the solution in his speech. This means that governors should end the tendency to act against the views of the people's representatives, assuming that they have powers that they do not have. His idea was to set a deadline for the governor to assent bills passed by the state legislature within a specified period.
A system should be created so that the state governors assent the bills as soon as possible, thereby upholding the constitutional provisions. Only then, the confusion caused by the intervention of the governors in the states ruled by the opposition parties can be avoided and Speaker Appavu has raised his voice not only for Tamil Nadu but also for all the states.
The Commonwealth Parliamentary Association was formed to protect the fortress of democracy with steel. Actions should be taken to scrutinize and implement the views expressed by the Speaker in such a special meeting. That is good for a democracy. Only then will the government's schemes reach the people without hindrance. It is a democratic duty to break down any barriers to this.
